This is why high-impact classification often correlates with decisions that affect individual rights, safety, or fundamental access. When you learn to ask who is affected and how, you will classify impact more consistently and avoid being distracted by the flashiness of the technology.
Critical decisions are a special category in impact classification because they are decisions where the organization cannot afford casual uncertainty. A critical decision is not just important because it is expensive or visible, but because a wrong decision can trigger severe harm, legal exposure, or irreversible outcomes. Examples include decisions that commit the organization to contracts, decisions that release funds, decisions that trigger investigations, decisions that deny essential services, and decisions that affect safety.
